The Division of Energy Services administers statewide low income household energy assistance programs involving electric and heating bill payment assistance, as well as benefits and services to assist with energy crisis situations. Eligible households may also receive weatherization and conservation services. These programs are delivered to qualifying households through county Departments of Health and Human Services, community-action agencies, tribal governments, and other non-profit organizations.
The Community Services Specialist - Senior classification is assigned to Pay Schedule/Pay Range 07-03. A six-month probationary period will be required. Job Duties:
Provide general advisory and overall technical and administrative support for programs operated under the Home Energy Plus umbrella. Home Energy Plus programs include the Wisconsin Home Energy Assistance Program, and the Weatherization Assistance Program. These are large statewide programs with combined annual budgets over $175 million. The weatherization program serves over 9,000 households statewide and is designed to increase the energy efficiency of dwellings owned or occupied by low-income persons. Delivery of weatherization services is through a network of 20 local non-profit, Community Action or local government agencies. The Wisconsin Home Energy Assistance Program is delivered through contracts with each of the state’s 72 counties and 7 tribes. Over 225,000 households are served annually. There is a high degree of complexity in working to coordinate multiple locally-delivered programs related to energy and weatherization assistance.

A background check will be required on any hire new to state service. Statewide travel is required. Possession of, or ability to obtain a valid driver’s license, or the ability to provide one’s own transportation for work assignments is required.
Job Knowledge, Skills and Abilities:
Knowledge of Home Energy Plus programs. Experience working with large relational databases and data analysis, and report writing. Ability to design queries, and generate necessary datasets and reports. Experience conducting administrative monitoring of large public assistance programs. Ability to interpret and understand regulatory statutes and administrative codes related to energy. Ability to work independently and request direction as needed. Strong oral and written communication skills. Ability to work in a team environment. Ability to prioritize competing requests and demands for time and resources, and manage multiple tasks. Effective interpersonal communication skills. Knowledge of financial records reconciliation, records management, grant application processing, and meeting coordination. Demonstrated proficiency in the use of the Internet. Ability to work with a variety of standard software programs (Microsoft Word, Excel, and Access).
