Director of Government Relations and Public Policy, Minnesota Council on Foundations

The Director of Government Relations and Public Policy is a member of the Management Team. The position is new and was established to support MCFs expanded work in public policy as outlined in its new strategic plan, LEADERSHIP FOR THE FUTURE | 2012-2014. The Director works as the lead staff person, together with a member committee, to develop and implement strategies for the public policy, advocacy and outreach activities undertaken by the Minnesota Council on Foundations as prescribed in the new Plan. In addition to the President, the Director serves as MCFs leading advocate, engaging MCFs members in policy development and developing relationships with policy makers on the interests of member grantmakers related to the issues addressed in their grantmaking. As a result, the Director serves as the key liaison with state and national elected and appointed policy makers. The Director works directly with MCF members through committees, member networks, and training programs to discern member and field-wide interests in order to develop a policy agenda that advances the voices of a community of grantmakers who strive for a more prosperous, inclusive and equitable Minnesota.

Key Responsibilities:


1.Develops a public policy strategy to guide MCF at state and federal levels that appropriately defines policy-related values, objectives and outcomes based on member interests and amplifies MCFs voice on statewide public policy issues that affect Minnesotas disparities and that correspond to MCF members top grantmaking areas.
2.Directs government relations and legislative work at the state and federal level, by updating and implementing MCFs existing legislative agenda and conducting research, analysis and recommendations on emerging legislative and regulatory proposals.
3.Actively promotes legislation that grows and sustains philanthropy and charitable giving.
4.Manages the Government Relations and Public Policy Committee, including working with the committee chair to develop agendas and ensure committee membership is diverse and representative of MCF constituents, capable of advancing the organizations overall policy goals.
5.Develops policy programming, including advocacy training for members.
6.Works in partnership with Member services staff to support Member Networks that have a policy agenda.
7.Participates as a member of the management team to collaborate with colleagues to advance MCFs mission and ensure policy goals are integrated throughout the organization.
8.Represents MCF with other foundations, grantmaker associations, and nonprofit organizations throughout the state and nationally to advance policy and training goals, including responding to leadership opportunities. These include the Council on Foundations, Independent Sector, Forum of Regional Associations of Grantmakers and its project PolicyWorks, and the Minnesota Council of Nonprofits.
9.Performs other duties as assigned.
